• the institution has mature IT capacities,
• the institution wants full control over the system,
• long-term sustainability is a priority.

• the institution is in the digitalisation planning phase,
• a tender or roadmap is being prepared,

Basic principle

Within the PPP model, the public authority defines the objectives, oversight, and legal framework, while Omega contributes technology, knowledge, and part of the resources. The system is developed and used over the long term, with clearly defined obligations.

• transfer of part of the technical and operational risk.

• long-term partnership,
• stable development and continuous improvement of the solution.

Omega’s models of cooperation are not static. An institution may, for example:

• start with the Full Delivery Model,
• continue with the Co-Implementation approach,
• gradually move toward Platform Enablement.

This evolution of the cooperation model is an important element of sustainability.
